Bureau de Vote Pas si Neutre

Il y a quelques semaines, l’État de Caroline du Nord votait par referendum un amendement a la constitution de l’État. Si le mariage homosexuel n'est déjà pas reconnu en Caroline du Nord. L'amendement en question dit que la seule union domestique légale reconnue par l’état est le mariage entre un homme et une femme.
Malheureusement le vote a été simplifié par beaucoup, enfin surtout ce qui était "pour", comme étant un amendement seulement a l'encontre des mariages homosexuels. L'amendement est passe, pas une grosse surprise pour nous, nous vivons dans le Sud et la ceinture de la Bible. Il est possible que cet amendement ait une implication plus grande, du moins au niveau juridique. En effet si l'amendement spécifie qu'il n'interdit ni les autres contrats domestiques ni la justice a prendre en compte d'autres unions dans le cas conflits juridiques, il est tout de même possible qu'il y ait un impact dans des cas de violence domestique de couples non maries ou des cas de garde d'enfant. Mais bon, cela reste a voir.

Mais ce qui me surprends dans l'histoire c'est le centre de vote. Le vote était non seulement politique, mais religieux. Gardez en tête qu'aux USA il n'y a pas de mariage civil. Je ne peux pas en attester pour tous les États, mais en Caroline du Nord, notre mariage au palais de justice, que l'on pourrait donc penser être civil, était bel et bien religieux de par les mots employés par le magistrat. La question du mariage homosexuel est une bataille principalement religieuse.
Or si l'un des bureaux de vote de notre quartier était public et civil: la bibliothèque. Il en était tout autre de celui ou Hubby a été appelle a se rendre: l’église du quartier!
Déjà qu'en temps normal (élections présidentielles par exemple) ça me fait bizarre. La pour un vote autant médiatisée et religieux ça me choque. Pour moi c'est un peu comme voter pour ou contre la pizza comme légume dans un fast food local en fait.

A few weeks ago, North Carolinian voted via referendum in regards to Amendment 1. If homosexual marriage is not recognized in North Carolina, this amendment pushed things further stating that the only domestic legal union recognized by the state is the marriage between a man and a woman.
Unfortunately the vote was simplified by most, especially by those in favor, as being only against homosexual unions. The amendment passed, not a surprise since we live in the South and the Bible belt. It is possible that this amendment will have a greater effect juridically speaking. Indeed if the amendment states that "does not prohibit a private party from entering into contracts with another private party; nor does this section prohibit courts from adjudicating the rights of private parties pursuant to such contracts" there are still concerns that the courts won't take other domestic unions into account when dealing with domestic violence or children custody. That remains to be seen.

However what really surprised me here was the voting centers. This vote was not only political but religious. Keep in mind that there are no civil unions in the US. I can't speak for all states, but in North Carolina, our courthouse wedding which one would think civil was religious due to the words used by the magistrate. The debate over homosexual unions is mostly religious.
Now if one of the voting center in our neighborhood was civil and public: the library. It wasn't the case of the one where Hubby was called upon to vote: the nearest Church!
In regular voting situation (presidential for example) I already find it odd. But here in such a religious and splashed all over the media vote, I found it shocking. To me it's a bit like vote for or against pizza as a vegetable in a fast food.

Expat, Immigrant et Expat United

Les réseaux d’expatrié sont nombreux sur la toile. Je fais parti d'ExpatBlog et de quelques autre forums ou je vais plus ou moins. C'est l'occasion surtout pour moi de découvrir des personnes dans la même situation, de partager des choses, voire de rêver d'autres pays.
Expat United est un des nouveaux de la série. Il y a les forums classiques, les bons plans et autre, mais ce que je trouve intéressant outre la communauté, c'est les Rendez-Vous de l'expatriation, une sorte de mini-conférence sur un sujet donné. Il y a de bonnes questions de posées, parce que mine de rien l'expatriation ça se réfléchie, et des rencontres avec des exert qui partagent leur savoir.
Un dont le thème me semblait intéressant mais que je n'ai pas pu suivre c'est Le retour d'expatriation, le vrai départ ?. Heureusement il y a une page récapitulative. A peine entamée la lecture je suis tombée sur ces phrases qui m'ont fait réfléchir.

Commençons tout d'abord par une définition de l'expatrié par rapport au voyageur. On est expatrié à partir du moment ou l'on vit plus six mois à l'étranger.

Comment préparer le retour ?
Le retour se prépare dès le départ en expatriation.
Je me définie souvent comme une expat,  vis a vis de cette communauté, sur le blog et en me présentant aussi parfois. Mais en fait je pense que le terme n'est pas correct, pas dans mon cas. Pourquoi? Car je n'ai tout simplement pas prévu de rentrer en France pour le moment.
A lire ce comte rendu je me réalise que la plupart de ceux qu'on considéré comme des Expat sont la de façon temporaire. Il y a une limite de temps, que ce soit un contrat professionnel ou autre.
Or je suis titulaire d'une carte verte. Puis-je encore m'appeller expatriée alors que j'ai en main le symbole même de l'immigrant? Une expat qui considère un jour prendre la double nationalité? On est loin du contrat de deux ans non? Donc si ma famille et ma culture reste française je suis bel et bien une immigrante...
Pour le moment je ne me vois pas quitter les USA. La différence viens dans mon cas du fait que je suis venue non pas pour le travail mais pour mon mari qui est américain. L'objectif est celui d'une vie commune, de famille, dans son pays a lui.

Je pense qu'on peut facilement passer d'un statut a l'autre. On peut venir comme expat et devenir immigrant si le pays ou autre plaisent. On peut aussi être immigrant et s'expatrier ensuite ailleurs (je ne serais pas contre). C'est un peu la réflexion de qu'est ce qui fait un immigrant vs. un expatrié.
D'ailleurs sur le sujet il y a un article trés intéressant qui se cale tout a fait dans ma réflexion: L'Apartheid Global, Suis-je Immigré ou Expatrié?
L'article mentionne justement la connotation négative du terme "immigrant", ce qui explique pourquoi ce n'est pas un mot que l'on utilise facilement pour soi. Je pense d'ailleurs qu'outre cette vision négative, admettre que l'on est immigrant c'est aussi lacher prise avec son propre pays, accepter que l'on vit ailleurs et sur du long terme et ce n'est pas toujours facile a accepter finalement.

Il m'arrive parfois de réfléchir a qu'est ce que je ferrais si, par malheur,  il arrivait quelque chose a Hubby ou si on se séparait. Est-ce que je retournerais en France, est-ce que je continuerais a vivre ici? Je pense que j'aurais tendance a fuir les deux en fait. Partir ailleurs, car comme c'est dit dans le Rendez-Vous:
La difficulté du retour est-elle proportionnelle au temps passé en expatriation ?
JP : après 5 ans à l'étranger, cela devient difficile de revenir.
Je suis ici depuis presque 5 ans justement. J'ai changé et mon pays aussi. Un peu comme deux amis qui suivent des routes différentes, savent s’apprécier mais ont perdu une certaine complicité. Revenir serait possible, mais certainement difficile.
J'ai l'habitude de dire que je suis française, peut être devrais-je dire immigrante française?
Pour ceux qui vivent a l’étranger, vous considérez vous comme voyageur, expatrié, immigrant? Pourquoi?


The expat networks are numrous on the web. I'm a member of Expatblog and a few other forums where I'm more or less active. It's the opportunity for me to discover other people in a similar situation, share thing, dream of other countries.
Expat United is one of the new ones. They have the usual forums, good tips and all, but what I find interesting besides the community is their Expat Meetings, a type of mini-conference on a given subject. There are some good questions asked, especially since (no kidding) moving overseas is something that need to prepared, and there are some people around here with expertise to share.
One of the themes that I found interesting but couldn't catch was: Coming back from expatriation, the real departure? Thankfully there is a summary of it. As soon as I started reading it I came upon these sentences that made me think:

Let's start first with a definition of the expatriated compare to the traveler.
One is an expatriate after leaving over six months in a foreign country.


How do you prepare the return?
The return gets prepared as soon as one lives for expatriation.
I usually define myself as an expat, toward that community, on the blog and even sometimes when I introduce myself. But the more I think about it, the more I think it's incorrect in my case. Why? Because I simply have no plans to go back to France for the time being.
Reading this summary, I realized that most of those who consider themselves expats are there temporarily. There is usually a time limit, may it be a contract or something else.
However I am the bearer of a Green Card. Can I still call myself an expat when I hold in my hand the symbol of an immigrant? An expat who considers one day getting dual citizenship? That's a little far from some two year contracts don't you think? So if my family and my culture remains French I'm very well an immigrant...
For now I don't see myself leaving the USA. The difference in my case comes from the fact that I didn't come here for work but for my American husband. My goal is to have a common life, a family, in his country.

I think one can easily go from one status to the other. One can come as an expat and become an immigrant if they enjoy the country they're in. One can also be an immigrant and then expatriate themself somewhere else (I wouldn't be against it). It's a bit of the reflexion of what makes an immigrant vs. an expat. In fact there is an interesting (French) article that fits perfectly with my reflexion: L'Apartheid Global, Suis-je Immigré ou Expatrié?
The article mentions in fact the negative connotation of the expression "immigrant", which explains we don't often use it to discrive ourselves. I think that beyong the negative view, admitting to be an immigrant is also letting go of your own country, accept that we live somewhere else for a long time, and truth be told it's not always that easy to accept.

Sometimes I think about what I would do if, God forbid, something happened to Hubby or we split up. Would I go back to France? Would I remain here? I think I would more likely run away from both. Go away, because as is said it the conference:
Is the difficulty of the return proportional to the time spent as an expatriate?
JP: after 5 years in a foreign country, it becomes hard to come back.
I've been here for almost 5 years in fact. I've changed and so has my country. A little bit like two friends who followed different path, who can appreciate one another but have lost some of the complicity. Going back would be possible, but difficult for sure.
I'm used to say that I'm French, maybe I should now say French Immigrant?

May I Have a Box?

Puis-Je Avoir une Boîte?

La boîte, le doggie-bag, c'est là un élément de la culture américaine qui me manque à chaque fois que je rentre en France.
Le principe est simple, si vous ne finissez pas votre assiette, vous pouvez demander une boite aux serveurs pour amener les restes avec vous. Il y a toutes sortes de boîtes: des petites, des grandes, des boîtes en polystyrene, d'autre de carton huilé, des compostables. Mais toutes ont l'avantage de transporter de la nourriture payée.
Je me rappelle encore la tête des serveurs en France quand j'avais mangé avec la famille de mon parrain et qu'ils avaient demandé une boîte. Oh ils se sont prêtés de bonne grace et le cassoulet fu ramené dans une ancienne boite de glace. Mais ce n'est pas une habitude en France et je trouve ça dommage.
Alors oui, les portions sont souvent plus grosses aux USA qu'en France dans les restaurants, donc il est normal d'avoir des restes. Mais tout de même, je trouve qu'à partir du moment où c'est payé, il est agréable d'avoir l'option de garder ce qui reste. Surtout que c'est parfois bien pratique comme repas de midi.

The concept is simple, if you don't finish your plate, you can ask a waiter for a box to take the leftovers home with you. There are all sorts of boxes: small, large, plastic, oiled paper, bio-degradable. But all allow to carry your paid food back home.
I still remember the face of the waiter in France when I ate with my godfamily and they asked for a box. They did their best however and the cassoulet was brought back in a former ice cream container (plastic in France). But it's not usual in France and I think it's a shame.
Sure servings are bigger in the US than in France so leftovers are more common here. But still, I feel that once it's paid, it's nice to have the option to take it home. Especially since it's sometimes quite useful as a lunch.

Purity Ring

Un jour, nous étions chez le Meilleur Ami de mon mari. J'ai noté que sa fille, alors de 14 ans, avait une belle bague au doigt, et je lui ai demandée de me la montrer. Elle a accepté avec fierté en ajoutant "C'est ma bague de pureté". Là je suis restée clouée, ne sachant quoi repondre.
Si vous n'en avez jamais entendu parler, les bagues de pureté sont un symbole d'abstinence. L'enfant s'engage vis a vis de ses parents et de Dieu à ne pas avoir de relations sexuelles avant le mariage.

Le meilleur ami d'Hubby est passé par un divorce difficile et il a trouvé du comfort et du soutien dans l'une des églises de la ville.
Là je vais faire une petit parenthèse, si j'ai été élevée dans la religion Catholique je ne me vois pas comme quelqu'un de religieux, je ne met que rarement les pieds a l'église, Hubby c'est pareil (élevée dans la religion Baptiste). Je respecte la foi de chacun mais il y a des aspects qu'il m'arrive de questionner et avec lesquels j'ai du mal.
Quand Meilleur Ami a commencé a dire qu'il voulait aller à l'église, Hubby était un peu réticent, moi je me disait plutôt que si ca pouvait l'aider qu'importe, Meilleur Ami avait besoin d'être entouré et on ne vit pas dans la meme ville. Au fil des mois, on a petit a petit eu l'impression qu'il s'etait fait endoctriner. Il nous parlait du fait que l'eglise l'avait sauvé lui, son âme et ses enfants, qu'il espere que nous aussi etions sur le chemin de la salvation eternelle (c'est la qu'on a tique), et que "et si ils [l'Eglise Baptiste] avait raison?". Comme on lui a dit nous avons tout deux grandi dans la religion chretienne, on a fait nos choix personnels et si je crois en Dieu disons que c'est a ma facon. Je ne crois pas que les Baptistes aient plus droit a la vie éternelle que les Catholiques par exemple, ou les Juifs, ou les Musulmans, ou les Hindous même. J'ai un peu du mal du mal avec le cote préchi-précha, genre missionaire assayant de te convertir a "la bonne religion". Mais ce n'est pas le sujet du jour.

Les bagues de pureté j'ai vraiment, mais alors vraiment du mal. Je respecte ceux qui font le choix de s'abstenir jusqu'au mariage. Ca n'a pas ete mon cas et je ne regrette pas mon choix personnel. Je trouve admirable de choisir cette voie meme si je ne suis pas forcement d'accord avec. Surtout avec le fait qu'on encourage les filles a l'abstinence mais pas tellement les garcons. Bref, il y a un coté sexiste et conservateur avec lequel je n'accroche pas du tout.
Un autre élément qui me gène, et en particulier dans le Sud, l'éducation sexuelle et la prévention se focalisent sur l'abstinance. Je trouve ca vieux jeu et j'estime que les progrès de la science en terme de contraception permettent aujourd'hui d'avoir plus de flexibilité dans la vie sexuelle, à condition de se respecter. L'abstinance n'est pas la seule option.

J'ai deja vu un reportage sur le mouvement de l'abstinence des jeunes aux USA. La premiere chose qui m'avait choquée c'est la ceremonie ou la jeune fille s'engage face a son pere a rester abstinente, suivie d'une dance pere-fille. Je veux bien que ce soit les parents qui eduquent leur enfant et qui mette en place des regles mais ca fait quand meme bizarre une fille qui annonce a son pere qu'elle va rester vierge jusqu'au mariage.
La deuxieme et c'est mon reproche principal, c'est que la sexualite est quelque chose de personnel. Afficher sa virginite et ce choix par le bias d'une bague c'est comme disait ma collegue "se vanter d'etre vierge" et d'un choix associe a la religion. Ce status sexual est quelque chose qui doit et devrait rester personnel. Qu'importe si ma voisine fait ce choix ou pas, cela ne me regarde pas, alors pourquoi l'afficher ainsi? Cela peut aussi offusquer certains qui n'ont pas pris cette decision.
Enfin le terme "bague de purete", purete? Ce terme de pure m'enerve. Suis-je moins pure que ces demoiselles? Moi je ne pense pas.

One day, we were at my husband's Best Friend's place. I noticed that is daughter, 14 at the time, had a beautiful ring on her finger, and I asked to see it. She agreed proudly and added "It's my purity ring". I was floored and speechless.
If you've never heard of those, purity rings are a symbol of abstinence. The child makes a commitment towards his/her parents and God not to have sex until marriage.

Hubby's Best Friend went through a tough divorce and found comfort and help in his town's church.
Let me make a parenthesis here: while I was raised in the Catholic faith, I'm not a religious person, I rarely set foot in church, and Hubby is the same (raised Baptist). I respect other people's faith but there are some aspects that I question or can have a hard time with.
When Best Friend started saying that he wanted to go to Church, Hubby wasn't all that supportive, I was more of the opinion that anything that could help was worth it, Best Friend needed to be surrounded and we live too far. But as month went by it seemed that he had been indoctrinated. He started telling us how the Church saved him, his soul and his children, that he hoped we were on the path of eternal salvation (that's when we reacted), and "what if the Baptist Church has it right?".
As we told him, we both grew up in the Christian faith, we made our choices and if I believe in God it's my way. I don't know that there is a right Church, I don't feel that the Baptist have any more right to eternal salvation that the Catholics for example, or the Jews, or the Muslims, or the Hindus for that matter.
I have a hard time with the preaching aspect, the missionary trying to convert you to the right religion, but anyway, I'm getting sidetracked.

I have a really hard time with the purity ring, a really hard time. I respect those who chose to abstain until marriage. It wasn't my case and I don't regret my personnal choice. I find it admirable to choose that path even if I don't necessarily agree with it.
What bothers me especially is that it seems that girls are pushed toward it far more then boys. I feel that such a responsability should be carried evenly if it has to hapen. To me there is a machist and conservatist side that I disagree with.
The second thing that bothers me is that, especially in the South, sexual education and prevention is mainly focused on abstinance. I find it old school and feel that the progress in science toward contraception allow nowadays for more flexibility in sexual education as long as there is respect for each partner. Abstinance is not the only answer.

I've seen a documentary on the abstinance movement in the US. The first thing that chocked me was the ceremony where the young woman commits to abstinance to her dad, followed by a father-daughter dance. While I agree that parents are the ones raising their kids and setting up their education rules but I still feel it's weird for a girl to promise to her dad that she will remain a virgin until marriage.

The other thing and that's my main issue: sexuality is a personal thing. Publicly announcing one's virginity via a ring is as a colleague said "showing off your virginity" and a choice linked to religion. This sexual status is something that I believe should remain personal. Who cares what my neighbor chose to do or not, it's none of my business, so why making it so obvious? It can also offend some people who did not make that choice.
And finally the expression "purity ring", purity? It's a word that annoys me. Am I less pure than those ladies? I don't feel like it.

LU, produit de luxe?


LU, luxury product?

Il me semble que c'est Cécile de Mes folles aventures qui m'avait dit qu'on trouvait des Bastogne a Harris Teeter, un supermarché. Je suis une fan de cannelle et si j'avais trouve des Bastogne il y a plusieurs années a Publix, rien a Ingles ou Earthfare ici. Je ne vais pas a Harris Teeter pour faire mes courses mais je passais devant l'autre jour et j'ai donc décidé de m'y arrêter esperant y trouver les biscuits en question.

Croyez le ou pas, je suis passée deux fois devant sans m'en rendre compte. Ce n'est qu'au troisieme passage que j'ai realise que les boites rouges et noires avait LU marque dessus. Il m'a encore fallut quelques minutes pour identifier les gâteaux. Le nom sur le paquet est different et l'amballage m'a plutot fait penser a une bonne tablette de chocolat.

Alors je me pose la question. Est-ce que l'emballage des gâteaux a change en France aussi? Ou est ce que LU présente ces produits a la façon de produits "de luxe" uniquement pour le marche americain? Il est apres tout bien marqué sur le paquet qu'il s'agit de biscuits européennes.


I think it's Cécile from Mes folles aventures who told me you could find Bastogne cookies by Lu at Harries Teeter, a supermarket. I love cinnamon and if in the past I found Bastogne at Publix in the south, nothing here at Ingles or Earthfare. I don't go to Harris Teeter for groceries, but I was passing by the other day and decided to check it out, hoping to find the cookies mentionned above.

Believe it or not I went by it twice without realizing it. It's only on the third time that I realized the black and red boxes had LU written on it. It took me a couple more minutes to identify the cookies themselves. The name is changed and the packaging makes me think more of a nice chocolate tablet than cookies.

So it made me wonder. Has the packaging changed in France too? Or is LU presenting its products "luxury" style only for the American market? After all they do indicate "European Cookies" on the box.

Je lisait un article de la National Public Radio l'autre jour: Pour certains immigrants le tickets pour un visa est un chèque, suivit d'un article plus ancien: La récession nourrit la hausse des visas d'investisseurs étrangers et j'ai été choquée.

Le concept est assez simple, pour résumer, il suffit a un étranger d'investir entre un demi million ou un million de dollars minimum (en fonction de la région) dans une entreprise. Il faut que l'entreprise en question amène des biens ou des services aux américains et qu'elle crée 10 emplois a plein temps pour des citoyens ou résidents américains et finalement être impliqué dans le management de la boite. Il y a aussi des options similaire pour des entreprises existantes et en crise et un investissement des des sortes de centres régionaux. Voir USCIS.

Si l'appliquant rempli les critères il peut alors faire la demande de visa EB-5, une fois aux USA passer a une carte verte conditionnelle de deux ans puis demander la carte verte de 10 ans. Apres 5 ans la nationalite est une option. Ceci étant aussi valide pour la famille immédiate.

C'est un visa peu connu, il y en a 10000 de disponibles par ans mais en général a peine 4000 sont utilisés. Avec la crise économique il semblerait que les demandes augmentent. En effet les entreprises américaines ne peuvent plus compter sur des prêts des banques et se tournent donc vers les investisseurs étrangers. A priori beaucoup d'asiatique s'intéressent a ce visa, entre autre la Chine. Il s'agit souvent de parents qui veulent en faire bénéficier leur enfants.

Les articles parlent des bénéfices pour les USA, un trio gagnant tant pour les employées, les compagnies que l'investisseur. Alors certes ca crée quelques emploi et permet une autre option en terme d'emprunt financiers. Mais moi ca me pose un problème éthique.

Moi ca me dit: si vous êtes riches vous pouvez vraiment tout acheter, même une carte verte. Soyons honnetes, si vous avez autant d'argen vous pouvez employer des gens pour gerer un tel investissement, et si il y a un risque, ce n'est pas vraiment du travail.
Je suis une immigrante, je passe par toute sorte de d'étapes pour avoir droit au précieux sésame qui me permet de vivre avec mon mari. Contrôle médical, vérifications des finances, etc.
Nous n'avions pas tellement d'options quand on sortait juste ensemble, c'etait un travail ou se marier. Nous nous sommes mariées et avons payés les quelques 1000 dollars et quelques pour obtenir la carte verte.

Mes 1000 dollars sont dérisoires face a un million de dollars, certes. Mais tout de meme, malgré l'aide économique que ca apporte aux USA, j'ai quand meme cette impression que finalement c'est acheter une carte verte. Que oui quand on est riche on peut tout acheter, meme une nationalité (a long terme).
Je rigolait toujours un peu quand je voyais des gens dire qu'ils étaient prêt a acheter la carte verte, demandant combien ca coûtait. Je m'étais toujours dis que la quand meme il ne faut pas rêver, tout ne s'achète pas. En fait si.
Finalement l'impression que j'avais eu en déboursant 1000 dollars pour la carte verte (et on remet ca dans un mois en plus) était correcte: l'Amérique tourne le dos au pauvre, il faut avoir les moyens pour y rentrer meme si vous avez les meilleures idées du monde. Même si vous êtes amoureux, il faut pouvoir payer pour y arriver.

Note: Je comprends tout de meme que les USA ne veuillent pas avoir a entretenir (soutenir financièrement via des aides gouvernementales) des immigrants, ca c'est normal.

Edit: Ce visa me gene car lorsque l'on veut obtenir un visa/carte-verte via le mariage, on doit prouver qu'en gros on est pas la pour la carte verte mais pour la personne. Hors la le gouvernement encourage l'investissement en mettant la carte verte en carotte.
Les personnes interviewées dans les articles le montrent bien. Ils ne sont pas aux USA car ils voulaient investir dans ce pays mais parce que ca leur permettait d'obtenir la carte verte.
Il n'est pas nécessaire d'avoir un visa de travail pour investir aux USA autant que je sache, du moins pas pour les grandes compagnies. Il est certes necessaire d'avoir un visa de ce type pour y vivre si on doit y travailler.
Ce qui me choque le plus c'est la capacité d'obtenir aussi rapidement la carte verte. Je l'accepterait mieux si la carte verte (meme conditionnelle) n'était pas obtenue quasi immédiatement. Comme dans le cas de n'importe quel détenteur d'un visa de travail qui doit attendre des années et est a la merci de la décision de sa compagnie de le sponsoriser ou pas pour l'obtenir.


I was reading a articleon the National Public radio the other day: For Some Immigrants, The Ticket To A Visa Is A Check, followed by an older article: Recession Fuels Spike In Foreign Investor Visas and I was shocked.

The concept is fairly simple, to summarize, all a foreigner needs to do is invest between half a million and a million minimum (depending on the region) in an American business. The business has to provide goods or services to American and create at least 10 full time jobs for citizens and legal residents, at last the foreigner has to be involved in the business's management. There are similar options for troubled businesses and regional centers. See USCIS.

If the candidate fits to the criteria he can then ask for an EB-5 visa, once in the USA obtain a conditional two year green card, then the 10 year one. After 5 years citizenship is an option. This is also valid for immediate family.

It's a little known visa, there are 10000 available every year but usually only about4000 are used. With the economic crisis it seems that requests are increasing. Indeed the American companies can not rely on banks anymore and are turning to foreign investors. It seems that many Asians are interested in this visa, among other things Chinese. It's often parents who want their children to benefit from it.

The articles talk about benefit for the USA, a winning threesome as much for the employees, the businesses and the investors. Yes, it creates some jobs and allows other options as far as borrowing money. But I have an ethical issue with it.

It tells me that if you're rich you can really buy anything, even a green card. Let's be honest, if you have that kind of money you can hire people to manage such an investment, while it's a risk, it's not work at that point.
I'm an immigrant, I went through hoops to get the precious sesame allowing me to live with my husband. Medical check up, financial check-up, etc. We didn't have many options when we were just going out with each other, it was finding a job or getting married. So we got married and paid the $1000 or so to obtain the Green Card for me.

My $1000 are nothing compare to a million of course. And yet, even with the economical help this visa gives to the USA, I have the feeling that it's just buying a green card. That yes when you are rich you can buy everything, even a nationality (on the long term).
I was laughing before when I saw people ready to buy a green card, asking how much it cost. I always thought they were dreamig, you can't buy everything. It seems I was wrong.
In the end the feeling I had when we paid $1000 for mine (and we have to pay again next month) was right: America turns its back to poor people. You have to have money to enter the country, even if you have the best ideas in the world. Even if you're in love, you won't make it unless you can pay for it.


Note: I do however understand that the USA don't want to have to maintain immigrants financially (provide financial support through government help), that's understandable.

Edit: What bothers me with this visa is when you want to obtain a visa/green-card through marriage, you have to prove that you are not here for the green card but for the person. However here the government encourages the investment with the green card as a reward.
The person interviewd in the article show that. They didn't go to the USA because they wanted to invest there but because it allowed them to get the green card.
It is not necessary to have a working visa to invest in the USA as far as I know, at least not for large companies. It's only necessary if you want to be able to live and work there.
What bothers me the most is the capacity to obtan a Green Card so quickly. It would be easier for me to accept if the green card (even conditional) was not obtained so quickly. Just like any regular work visa holder who has to wait years and is at the mercy of his company's decision to sponsor him or not to obtain it.

Les Accents Avec un Clavier Qwerty

J'ai eu une question récemment sur Formspring pour savoir quel clavier j'utilisais et comment je met les accents de la langue française.
J'ai un clavier QWERTY a la maison, c'est a dire le clavier anglais, sans accents.

Pour avoir des accents il y a deux options basiques a ma connaissance. Elles peuvent être combinées. Dans un cas ou dans l'autre ça demande du travail.


1. Les codes
Cette option nécessite un clavier avec les touches numériques séparées

Vous pouvez alors utiliser une série de code du type:
ALT+0233 = é (on garde le doigt sur Alt et en même temps on appui successivement sur 0, 2, 3, 3).
Alt+0224 = à
Alt+0244 = ô
Les codes suivent l'alphabet, de Alt+0224 pour à, à 0254 pour ÿ
Pour les majuscules ça commence a 0192 (À).

C'est un bon système. Sauf qu'a la maison j'ai un portable sans "clavier numérique":Source

Donc il me faut cliquer sur Fn+NumLk pour bloquer les chiffres. Non seulement ca prends du temps, mais du coup les chiffres remplacent les lettres: m j k l u i o. Par très pratique donc. Ce n'est donc pas ma solution de choix a la maison. Alors je fait quoi?

2.Le dictionnaire Français
J'utilise Mozilla Firefox sur notre ordinateur car il filtre plus qu'Internet Explorer. Mozilla a un outil de vérification orthographique. Comme je l'ai téléchargé en anglais, c'est anglais par défaut, mais vous pouvez aussi télécharger celui en Français la:

Ce que j'ai fait. Une fois installé, il vous suffit de:
  • cliquer droit lorsque vous écrivez sur votre page internet
  • choisir vérification orthographie (check spelling)
  • Sélectionner la langue de votre choix
  • Les mots avec des erreurs auront alors des petits points rouges en dessous
  • Cliquer droit sur le mot a corriger et choisir la meilleure option.
Forcement ça ne trouvera pas toutes les fautes et surtout certains mots comme "cote" sont corrects meme si vous voulez dire "coté". Mais il y a quelques trucs que j'utilise.

-Si je veux écrire le participe passé d'installer, j'écris alors instalee.
Mozilla me dit que c'est faut et le corrige comme étant installée. Il ne me reste plus qu'a ôter un "e".
De temps en temps je copie aussi le "é" et je le copie la ou j'en ai besoin.
-Ou alors pour ou et où, qui changent vraiment le sens de la phrase. Si on écris "d'ou", je peux corriger par "d'où", et de nouveau j'enlève les lettres qui ne sont pas nécessaires.
-De meme poura et à, écrire "ca" et corriger par"çà"


3.L'option de langue du clavier
Il y a une troisième option mais que je n'utilise pas. Vous pouvez choisir le langage par défaut de votre clavier. Autrement dit vous pouvez demander a l'ordinateur de lire votre clavier QWERTY comme un clavier AZERTY.
Mon ancien ordinateur me permettais de faire un choix de langage. La difficulté étant que si le clavier est en fonction AZERTY le clavier meme dit toujours qwerty, alors vous avez intérêt a connaître le clavier par cœur. Mais ça peut être une bonne option si vous avez
  • Un clavier Azerty que vous pouvez branche a votre ordinateur.
  • Les "décalco" parfois fournies avec l'ordinateur ou qui peuvent être achetées avec les lettres façon Azerty. Il suffit de les placers sur le clavier pour lire les lettres "azerty".
Si cette solution vous intéresse je vous conseille d'utiliser l'outil d'aide pour voir comment changer cette fonction sur votre ordinateur. Et surtout n'oubliez pas de prévenir les autres utilisateurs que vous avez fait ce changement.

Someone recently asked me on Formspring what keyboard I used and how do I use accents.
I have a QWERTY keyboard at home, which is the English keyboard without accents.

To use accents, there are two options to my knowledge. They can be combined. In either caes it takes some work.


1. Codes
This option requires a keyboard with a numeric pad.

In that case you can use a series of codes such as:
ALT+0233 = é (Keep you finger on Alt as the same time as you type in turn: 0, 2, 3, 3).
Alt+0224 = à
Alt+0244 = ô
The codes follow the alphabet from Alt+0224 for à, to 0254 for ÿ.

To be able to use the codes, I first have to press Fn+NumLk to create a numeric pad. Not only does it take time but on top of it the numbers replace the following letters: m j k l u i o. Not practical therefore. So it's not my solution of choise at home. So what do I do?


2.The French Dictionnary
I used Mozilla Firefox on our home computer. Mozilla offers a Check Spelling tool. As I downloaded the software in English, English is the default language. But you can dowload the French one there:

It's what I did. Once installed here is what you would do:
  • Click right when you write online
  • Select Check Spelling
  • Select the language of your choice
  • The words with errors will then show with little red dots under them
  • Click right on the work you need to correct and pick the best option
Now it won't find all errors, and some things like cote will be considered correct even if you really mean coté.
But there are a few tricks you can use

-If you want to write the past of installer: write instalee. Mozilla will then think it's wrong and offer to correct it as installée. Now all you have to do is remove the unecessary e and you will have installé.

-From time to time I also copy the "é", since it's often use and I just paste it where necessary.

-For ou and où, those really change the meaning of the sentence. If you write "d'ou", you can correct it by "d'où", and then again you can remove the unnecessary letters.
-Same for a and à, write"ca" and pick "çà".


3.The keyboard language option
There is a third option, however I do not use it. You can select the language by default of your keyboard. Meaning that you can ask the computer to read your Qwerty keyboard like it would an Azerty.
My previous computer gave me such option. The difficult part is that even if it's in Azerty aka French function, you still have a Qwerty keyboard in front of you. So you better know the Azerty keyboard by heart. But it can be a good option if you have:
  • An Azerty keyboard you can plug in to you computer
  • Those transparent sheets sometimes furnished with the computer, or you might be able to purchase them. They can be placed on top of the current keyboard with the Azerty letters.
If you are interested in this option I recommend you use the Help tool on your computer to find how to change this function on your computer. Oh and warn the other users that you did so.

Quand le patriotisme joue la censure

Mardi soir on se faisait plaisir a regarder le Snowboard Cross a la télé. Des descentes de fous, des filles souvent au bord de la chute, une française qui a fini a l'arrivée en glissade. Du pur plaisir.

Et puis l'americaine Lindsey Jacobellis est tombée, envolées les chances de medailles pour les americaines dans cette discipline.

Hop on nous envoie la pub. Et puis le presentateur nous annonce le patinage.

On se regarde avec Hubby, et la on realise qu'ils ne nous montrerons jamais la finale du snowboard cross femmes. Meme pas les resultats du podium, rien. Plus d'americains, plus de sports. J'etais ecoeurée de la chaine NBC qui a pourtant pris le temps de faire des interview ici et la et de raconter les parcours des athletes americains. Mais ils n'avaient pas le temps de finir le snowboard cross???


Autant je comprends le patriotisme americain, autant là, là c'est une honte. Ne pas finir de montrer une epreuve juste parceque le pays n'est plus represente? C'est aller a l'encontre de ce que sont les J.O. Surtout que le snowboard est un sport apprecie par beaucoup, avec un esprit d'equipe tres fort. Il n'y a qu'a voir les felicitations entre athletes toutes nationalites confondues en fin de descente. Hubby qui est americain, avait autant envie que moi de voir la finale. Mais non, la tele a censure. Deja que quand j'ai appris qu'ils nous avaient sucré la chanson de Garou durant la ceremonie d'ouverture. C'est limite du racisme en fait. Pas d'americains, pas d'epreuve. Bonjour l'esprit des J.O. a la tele americaine. La télé francaise me manque du coup.

As much as I understand american patriotism, I though this was a complete shame. Not finishing an even because your country is not in it anymore? It's going against what the Olympic Games are about. Especially whjen snowboard is a sport enjoyed by many and with a strong team spirit. Indeed all you have to do is look at the congratulations between athletes of all nationalities at the end of each race. Hubby who is american wanted as much as I did to watch the finals. But not, the TV did censorship. I had already heard that Garou sang at the opening ceremony while we were having commercials. It's borderline racism in fact. No American, no . Say hi to the dead Olympic Spirit on American TV. I suddenly missed French TV.

Tuesday evening we were enjoying the Snowboard cross on TV. Crazy rides, girls often on the edge of a fall, a French one who finished on her belly. Pure pleasure. And then the american Lindsey Jacobellis fell, gone the chances of american medals in that event.
So they put commercials. And then the broadcaster announced the ice skating event.
We looked at each other with Hubby, and then we realised that they would never show the finals of the women snowboard cross. Not even the medal results, nothing. No american, no Olympic event. I was disgusted by chanel NBC who took the time to interview people here and there and did short reports on the american atheletes. Yet they did not have the time to finish the snowboard cross event???

Super Bowl et Recession

Normalement tous les ans, lors du Super Bowl, il y a une pléthore de publicités des grosses marques plus amusantes les unes que les autres.
Cette année j'ai ete surprise, il y a eu quelques bonnes pubs certes, mais aussi beaucoup de pubs pour des produits inconnus et pas vraiment amusante. Ce qui m'a le plus choquée c'est la présence de publicités locales et le nombre de pubs pour des programmes télévisés de la chaîne.
Au prix des publicités pour le Super Bowl, les compagnies choisissent les meilleurs créations. Le niveau n'a pas été atteint cette année.
Je pense que l'an dernier, quand la crise a touche les USA, les spots publicitaires avaient déjà été réservées et du coup les intermèdes commerciaux étaient similaires aux années précédentes.
Cette année par contre, je pense que récession oblige les compagnies ont du réduire leur budget marketing et ça se ressentait bien Dimanche soir.

Usually, every year, during the Super Bowl there is a huge amount of commercials from big brands each more funny than the previous one.
This year I was surprised, there were a few good ones yes, but also a lot of adds for unknown products and not very funny ones. What really shocked me though was the amount of local commercials as well as the numerous advertisement for the channel's shows.
Given the price of a commercial spot on the Super Bowl, companies only show their best creations. The level was not up to it this year.
I think that last year, when the crisis hit the US, the adds had already been books and therefore the commercials were similar to previous years.
This year however, with the recession companies probably reduced their marketing budget and we could feel it Sunday night.

Little Boy (suite/follow up)

Je lève la tête de mon ordi, dehors il y a deux voitures de polices (pas de gyrophare), deux officiers parlent avec un gars que je pense être le voisin. Je n'ai vu personne chez eux ses deux derniers jours (pas de lumière). L'ado et le petit garçon sont dans le jardin des voisins. Ouf ils l'ont trouvé! Mais comme il n'y a pas d'autre voitures je pense que c'est la police qui les a ramenés. Allez savoir ce qui c'est passe. Le petit est sauf.

Une troisième voiture de police arrive. Il y a vraiment un truc. Je ne peux pas entendre ce qui se dit.

Un officier escorte le voisin vers la porte de sa maison, les deux voitures de police s'éloignent.

Le voisin rentre chez lui.
La troisième voiture de police repars.

J'ai regarde le journal local en ligne, rien.

I lift my head, outside there are two cops cars (no blue lights), an officer is talking with a man that I assume to be the neighbor. I haven't see anyone there in the last two days (no light inside the house). A teen and a little boy are in the neighbors' yard. Thank God, they found him! But since there are no other cars around, I think the cops brought them home. Who knows what happened. What matters is that the kid is safe.

A third police car arrives. There is obviously something going on. I can't hear anything of the talk.

An officer walks with the neighbor toward the house. The two other cops car leave.

The neighbor walks inside his house. The third cops car leaves.

I looked on the online newspaper and found nothing.

A little boy

Samedi soir j'ai dormis au travail. C'est une copine qui m'a ramenée et elle m'a laissée sur la route principale car je ne voulais pas qu'elle risque de se retrouver sur des routes gelées. J'ai donc fait le dernier kilomètre a pied. Peut être cinquante mètre après qu'elle m'ai laisse, j'ai vu un petit garçon qui me semblait familier. Je l'ai donc interpelle en lui demandant si il profitait de la neige. Il m'a répondu quelque chose d'incompréhensible. La j'étais quasiment sure qu'il s'agit de notre petit voisin car je ne comprends jamais rien a ce qu'il dit. Je n'en avait jamais pense grand chose pensant que c'est un accent local et que j'ai du mal a le comprendre car je suis française.

Sauf que ce soir, a 19h, on a toque a notre porte. J'ai répondu et j'ai vu deux jeunes de 13-14ans devant moi, une blanche et une noire. Elles m'ont demande si j'avais vu un petit garçon qui a l'ai d'avoir 10 ans mais n'en a que 6. Et la j'ai calculé, j'ai indique la taille, la tenue. Oui c'est lui. Je l'ai vu il y a 3h en direction du supermarché (et de la route ou ca circule).
Les filles ont dit merci et ce sont éloignées de la maison, paniquées, criant après le petit-frère.

On en a parle avec Hubby. Il est certain qu'il y a faute des parents. Ne pas se rendre compte que le gamin n'est pas la pendant plus de 3h il faut le faire quand même. Bien sur les accidents arrivent, mais on a toujours vu ce gamin jouer dehors ans la rue tout seul. Mais surtout ce qui m'a inquiétée c'est quand Hubby m'a dit que le gamin a certainement un problème mental. Ce n'est pas moi qui ne le comprends pas... Si j'avais su j'aurais pris le gamin par la main et je l'aurais ramené vers sa maison. A 19h il faisait noir, et froid, et ce petit gamin de 6 ans ne sait probablement même pas comment dire son adresse. Les parents, on pense qu'ils vendent de la drogue chez eux (pas de preuves tangibles, juste des indices), et Hubby n'est pas sur qu'il appellent la police car ils risqueraient accusés de négligence.
Je ne sais pas si ils ont retrouve le gamin, les voisins n'ont pas demande d'aide, on a pas vu les flics non plus, mais j'espère que ce petit garçon a dormi au chaud dans son lit hier soir alors que j'essayais de ne pas imaginer le pire.

Personnellement je crois que si je me rendais compte que mon enfant avait disparu depuis plusieurs heures je demanderais de l'aide. Distribuer des photos, demander de l'aide aux voisins pour chercher l'enfant car il y a des chances qu'ils le connaissent de visu. Quadriller le quartier, aller dans les lieux ou l'enfant a l'habitude d'aller et si il n'y a pas de résultats, appeler la police et lancer une Amber Alert.
Hubby ne voulait pas que j'aille demander des nouvelles hier soir, il ne fait pas confiance a la famille.

Saturday night I slept at work. It's a friend who drove me home, she dropped me on the main road as I didn't want her to end up on an icy road. So I did the last kilometer on foot. A few yards after she dropped me, I saw a little boy that looked familiar. I looked at him and asked him if he was enjoying the snow. He answered something I did not understand. At that point I was pretty sure it was our little neighbor since I never understand what he says. I never thought much about it thinking it was a local accent and that I had a hard time understanding him because I'm French.

Except that in the evening, at 7pm, someone knocked on our door. I answered to see two teenage girls around 13-14 years old in front of me, a white and an African American girl. They asked me if I has seen a little boy who looked like he was 10 but was in fact 6. And that's when it hit me, I indicated his size and outfit. Yes it was him. I had seen him 3 hours prior on the way to the supermarket (and the busy road).
The girls thanked me, left the front porch and then panicked, screaming after their little brother.

Hubby and I talked about it. It's fairly obvious that the parents made a mistake. Not realizing that their kid was gone for over 3 hours, you have to be responsible for that one. Of course accidents happen, but I've always seen this little boy playing outside alone. What worried me is when Hubby told me that this little kid has mental issues. It's not me who did not understand him... If I had known I would have brought him back to his home. At 7pm it was dark and cold and this little 6 years old might not even know how to say his address. The parents, well we think they deal drugs (no evidence, just tips), and Hubby was not sure they would call the police for help since they could be accused of negligence.
I don't know if they found him, the neighbors did not ask for help, I didn't see the cops either, but I hope this little boy slept warmly in his bed last night as I tried not to imagine the worst.

I think if I found out my child had been gone for hours I would ask for help. Hand out pictures, ask help from the neighbors so they can help look for the child since they are most likely to know what he looks like. Go through all the streets of the area, to the places the child is familiar with and if there are no results, call the police and start an Amber Alert.
Hubby didn't want me to ask for news last night, he doesn't trust that family.

Bumper Stickers

Qu'est ce qu'un bumper sticker? Un bumper sticker c'est un autocollant (sticker) que tu met sur l'arrière de ta voiture.

Asheville c'est un musée roulant et vivant de bumper stickers. On voit de tout et de n'importe quoi. Mais que je vous explique un peu...
Le bumper stickers est là pour afficher tes convictions et en règle générale t'exprimer et faire passer des messages au conducteur derrière toi.

Il y en a dans tous les genres. On trouve les bumper stickers politiques: Votez machin, pro-président, anti-président. Il y a les sérieux et ceux pour te faire rigoler. Ceux qui te disent que tu es trop prés et que tu risque de recevoir des crottes de nez sur le pare-brise... Si, si, j'en ai vu un comme ça.
Il y a ceux qui prônent l'ouverture d'esprit comme "Coexist" (voir l'image a droite). Asheville ayant des tendances Hippies on voit celui la un peu partout et c'est tant mieux.
Il y a aussi ceux qui donnent envie de taper sur la tête du conducteur tellement le manque de réflexion est évident: "Boycott France" ou encore "Annoy the French, vote Bush" (Embêtez les Français, votez Bush). Ces deux derniers datent de la période ou la France c'était opposée a la guerre en Irak et ou les French Fries (frites) avaient été rebaptisées Freedom Fries. Fort heureusement la plupart d'entre eux ont disparus, mais il en reste quelque uns qui circulent.

Bumper stickers are to give the driver's beliefs and ideas, it's generally to share a message with the driver's behind you.

There are all kinds. Political bumper stickers: Vote such and such, pro-president, against-president. Some are serious, some here to make you laugh such as the ones telling you to back up or you'll get boogers on your windshield... Yes I've seen one like that.
There are those about open mindness such as "Coexist" (see above). With Asheville hippie tendencies we see that one a lot and it's a good thing.t
There are also a few that make me want to hit my head on the wall given how much they lack thoughtfulness: "Boycott France" or even "Annoy the French vote Bush". The last two date back from the time when France was against the was in Iraq and French Fries had been renamed Freedom Fries. Thankfully most of those are gone, but some are still driven around.


On arrive ainsi a se faire une idée de certains conducteur. Je sais par exemple que mon collègue aime les chats (il en a 4 en fait), il a un bumper stickers qui dit: "Cats don't want to own people. They prefer to lease with an option." (les chats ne veulent pas posséder les gens. Ils préfèrent louer avec option).
Il y a des autocollants spécifiques pour les camions qui disent "How is my driving" (Comment est ma conduite) et on peut appeler un numéro de téléphone gratuit pour donner notre avis sur le sujet, en général les véhicules avec ce type d'autocollant sont ceux qui conduisent le mieux justement.
Bon ça peut parfois être dangereux aussi quand tu as vraiment envie de lire l'autocollant de la voiture de devant et que tu te rapproche un peu trop. Mais en règle générale c'est très sympa quand les voitures sont au ralentis ou quand on marche dans un parking, ça me fait souvent sourire.

Comment les obtenir? On les trouvent un peu partout, parfois gratuits: Greenlife, notre supermarché de produits bio et locaux distribuait pendant un moment des bumrper stickers conseillant de acheter local. Sinon pour 2$ en moyenne on peut en trouver un peu partout, dans certains magasin ou même sur Internet.

There are stickers made for trucks that read "How is my driving" and you can call a free number to give your opinion on the matter, usually the drivers with such stickers are the ones driving the best of course.
Of course sometimes it can be dangerous when you want to read a sticker and are getting a bit too close for it. But usually it's fun when a car slows down, or when found in a parking lot, it makes one smile.
How to get them? They are found everywhere, sometimes for free: Greenlife our local supermarket was giving out for a while some advising to buy local. Otherwise for about $2 they can be bought anywhere in stores or even online.
